Finland Opens Gambling Licence Process Ahead of Market Launch

Finland’s online gambling licence application process has started, marking the end of the Veikkaus monopoly of iGaming.

It’s the end of an era for the long-standing state monopoly in Finland, as the country has opened licence applications.

The Finnish gambling market is set to launch on the 1st of July 2027, and things are surely changing. Early interest is already pouring in from international operators eager to get into the action.

Licence applications now open

The Finnish government has started the process, accepting applications from operators eager to enter the newly regulated iGaming market.

This is an exciting change that will increase the gaming variance and opportunities for local players who will have a bunch of new Finnish online casinos to choose from.

The region was under the state-run authority of Veikkaus for a long time, and now, Finland is saying goodbye to the gambling monopoly.

With the new framework, private operators are legally allowed to offer sports betting, online casino games, and digital bingo.

Veikkaus will retain exclusive control over lottery draws and retail slot machines. So, while some areas are open to other operators, some remain limited to Veikkaus only.

Early interest from many

It is believed that between 10 and 20 companies have already submitted their initial licence applications. Most of these are international casinos that can't wait to get early access to the country and dip their toes in the lucrative Nordic market Finland has to offer.

According to legal experts, the demand only highlights the attractiveness of Finland as a regulated jurisdiction, especially since it aligns with the successful models in Sweden and Denmark.

Much like in Denmark and Sweden, there is an emphasis on channelisation to move players from unlicensed offshore accounts to legal domestic ones.

Both countries have become leading examples of what a strict but balanced regulatory framework could achieve in terms of player protection and market satisfaction.

You can expect strict technical standards and marketing rules. There will be rigid compliance requirements in the new Finnish gambling regulations, which may slow down the process.

The government, however, believes that competition will reduce illegal gambling and improve player protection, which is, overall, the biggest goal of the move.

Possible challenges for foreign applicants

While some Finnish corporations are well-positioned to navigate the process, foreign operators could potentially face a couple of significant hurdles in the process, especially when it comes to administration.

The process of licensing requires local social security identification for key corporate personnel. And in most cases, international companies lack these credentials. This might force them to rely on legal consultants to bridge the gaps.

The corporate structures must all be translated into formats that are acceptable under Finnish law. These are all requirements put in place to ensure transparency and compliance, but for foreign operators, it may slow down entry.

The work is just beginning

There are many compliance and operational demands for operators. They should be prepared for 16 months of ongoing compliance work before the market opens officially.

All marketing strategies must be submitted early, and they might need repeated amendments before the launch. Platforms are required to integrate with official regulatory software, requiring significant technical investments.

The transparency rules also extend to B2B partnerships, which means software suppliers will be required to obtain secure licensing. This extended preparation period is put in place to ensure smooth operations and prevent unlicensed offshore gambling.

It’s a new day for Finland

For Finnish players, things are about to change in a big way. Veikkaus also supports liberalisation despite retaining the monopoly within certain areas.

For international operators, this is a promising opportunity, but they will need to weigh up the high compliance cost against any potential returns.

The market is set to launch on the 1st of July 2027, giving operators ample time to prepare and players something to look forward to.
