Sweden pushes local online casinos amid growing offshore play

Sweden makes changes encouraging local casino sites while making things harder for offshore platforms.

Sweden is one of the global leaders in gambling regulation, as Swedish online casinos set standards for strict oversight, safe play measures, and player opportunities.

This makes it odd that the country is currently facing a growth issue of its own, as more local players are opting for offshore gameplay.

Changes in the works

The government is responding with a tightening of Swedish gambling regulations and rules set to take effect on 1 January 2027.

With these changes, the focus will be on player locations instead of whether the operator is actively targeting Swedish players. The intent is to make it harder, or even impossible, for offshore platforms to attract Swedish players.

Actually, big changes are rolling in this year as well, with the authorities aiming for heavier sanctions and stricter compliance rules overall.

Starting from this April, the government is imposing a full ban on gambling with credit, meaning no credit cards, overdraft, or any kind of loans are allowed. But will this be enough to make a real change in Sweden?

Why players are leaving the local market

For several players, the choice is simple, as it boils down to more options and flexibility. Licensed Swedish casinos operate under strict rules which include deposit limits, bonus restrictions and higher taxes.

Back in 2024, the gambling tax went up from 18% to 22%. A change that, according to operators, made the local market less competitive.

At the end of the day, players are feeling limited by these restrictions and are opting instead for international casinos that offer more freedom.

With these offshore sites, they get to enjoy bigger bonuses and promotions along with fewer restrictions on their deposits or gameplay. Another huge bonus is the wide range of games and jackpots to play.

While there are many benefits to these offshore sites, they also carry more risks. Including weaker player protections, a lack of responsible gaming safeguards and less transparency.

What the new rules mean for you as the player

From 2027, Swedish authorities will act against offshore sites simply because they have Swedish residents playing there.

What this means for you as a player is that you can experience more blocks on unlicensed sites, be faced with stricter payment controls and fewer opportunities to gamble outside the regulated framework.

If you prefer safety and reliability, this is a good thing. This also implies stronger protection, clearer rules, and a safer environment. For players who enjoy freedom of choice, it could feel more restrictive.

It’s a balancing act

Sweden’s current challenge is balancing player protection with player satisfaction. While the country has received international praise for its responsible gambling measures, which include mandatory deposit limits and self-exclusion tools, it has also frustrated players with them.

As it all makes the experience feel limited and overly restricted. It’s this tension that needs to be addressed, and a balance needs to be found to encourage players back into local sites rather than toss them out of the foreign platforms by force.

However, too much relaxing of regulations may also lead to an increase in gambling harm.

Responsible Gambling & Play SafeThe world is watching

The world is keeping a close eye on what Sweden does next to either copy it or learn from it. The country has been a global inspiration in terms of its responsible gambling measures.

And should Sweden succeed in retaining players in the licensed market with such strong protections in place, it could potentially set a new global standard.

But if players drift offshore, it could signal that even the best-regulated markets lose ground without balance. For now, Swedish players can expect more change in the coming years.
