What Are the Latest Changes to Europe's Online Gambling Rules?

Malta is home to the Malta Gaming Authority (MGA), one of the most respected gaming authorities worldwide. The MGA provides licensing and regulations that are known and trusted by players worldwide.

Sites licensed by the provider tend to offer fair games, legitimate payouts, financial and data protection, and a generally safe gaming experience. Operators are also required to adhere to strict regulations regarding responsible gameplay.

The MGA may be a well-known name, one that is used by many operators. However, it’s not the only regulator in the world. Some countries have their own regulatory body, such as Sweden’s Spelinspektionen, Romania’s ONJN, Estonia’s Tax and Customs Board, and the Netherlands’ Kansspelautoriteit (KSA). All who operate independently and tailor rules to fit their local markets.

Heavy restrictions in Iceland

Many may be embracing the online gambling market, but Iceland remains one of Europe’s most restrictive jurisdictions. Icelandic gambling regulations permit only state-run lotteries and charitable betting. While online casinos and private gambling platforms are banned.

It’s for this reason many Icelanders tend to turn to offshore sites, and it’s estimated they spend about €134 million here annually. The pressure for reform is rising, but there is still no licensing regime in place, and foreign operators have no legal means to enter the market.

Estonia: A leader in digital

Estonia is a frontrunner for online gambling and is known for its tech-savvy licensing system. Here, all forms of gambling, including online casinos, sports betting and poker, are legal and operated under the Gambling Act of 2008.

All operators must obtain an activity license and an operating permit, and there are strict requirements for server location, AML compliance, and integration with a national self-exclusion system, such as HAMPI.

The Tax and Customs Board regulates the gambling industry here and oversees Estonian gambling regulations. The body is known for its efficiency and transparency. Many crypto casinos and innovative platforms have opted for this approach, thanks to the country’s adoption of digital identification systems and blockchain-friendly policies.

Romania’s maturing market

Romania’s market has quickly become one of the strongest in Europe. There is a dual licensing system overseen by the National Gambling Office (ONJN).

Class 2: Affiliates, software providers, payment processors

It’s interesting to note that affiliates promoting online casinos must also be licensed, which instantly sets the country apart from its peers.

With recent reforms to Romanian gambling regulations, licensing fees have been increased to €500,000 per year for online operators, and stricter advertising rules, deposit limits, and financial guarantees have been implemented. Gambling venues are now banned in any town with fewer than 15,000 residents. The new proposal also aims to cap individual gambling spending at 10% of monthly income.

Future trends and challenges

Most regulators in Europe face the same challenges. They combat illegal casinos and at the same time, look for different ways to increase the protection of their vulnerable players with the help of more responsible gambling tools and limitations. Another goal is to balance innovation and control, especially with all the new tech add-ons appearing so often, such as crypto payments and AI-driven platforms.

The European gambling market is thriving and slowly but surely redefining what responsible, regulated gaming is. One thing is certain: this market doesn’t just require compliance but rather adaptability.
