Netherlands considers nationwide ban on all gambling ads

The Netherlands is considering a total gambling ad ban after growing concerns about player protections, Cruks limitations, and Meta ads targeting vulnerable players.

The Netherlands is once again tightening its stance on gambling advertising. This time, a total ban is on the table and could become reality.

After many years of progressively stricter Dutch gambling regulations and laws, officials now admit that existing player protection measures are still failing to fully shield vulnerable players.

Recent research into gambling ads on Meta platforms has also added fuel to the fire.

Cruks and its limitations in the spotlight

At the centre of the latest debates is Cruks - the Netherlands’ national self-exclusion register. The system was introduced to help at-risk players block themselves from gambling operators and services.

However, Dutch authorities have admitted that its effectiveness has clear limitations. State Secretary Claudia van Bruggen commented that the casino self-exclusion system needs to make serious changes to protect vulnerable players.

“The government is working in line with the coalition agreement to further tighten gambling advertising rules, particularly to protect vulnerable groups,” said Van Bruggen. “At the same time, instruments such as Cruks remain limited to the regulated market. They cannot prevent access to illegal providers or fully eliminate exposure to advertising.”

Legal advertising is allowed, but barely

Regulations for Dutch online casinos and gambling in the country are already considered to be some of the strictest in Europe. Since the launch of the new regulated market in 2021, the government has worked hard to tighten advertising rules.

Currently, targeted advertising is legal, but operators must comply with strict audience profiling and exposure requirements.

The government recently reiterated that banning illegal casinos is essential, after admitting it is finding it difficult to prevent players from accessing offshore sites. With all of this in mind, the iGaming industry is insisting that keeping legal sites visible is crucial.

Björn Fuchs, chairman of VNLOK, which represents the legal online operators in the Netherlands, commented on the possible changes.

“The Dutch gambling policy is deliberately designed around an open, regulated market with strict requirements for duty of care, advertising and supervision. That system only works if the legal, safe offer also remains visible to the player. A total ban on advertising undermines exactly that starting point.”

Meta ad study raises new concerns

A recent study of Dutch gambling ads on Meta platforms has fuelled the possible changes the government is looking to impose.

Conducted by researchers from the City University of Hong Kong and the University of Bristol, the study looked at 277 paid adverts. These ads were placed by licensed operators on Meta between 2024 and early 2025.

The study focused on Meta’s ad library data, licensed Dutch operators, and unlicensed offshore casinos that have a significant presence in the Netherlands.

It revealed that 11.2% (or 31) of the 277 ads targeted the 18 to 23-year age group. This category is specifically protected by Dutch law, despite the legal gambling age being 18.

Online operators recorded a non-compliance rate of 7.3%, while nearly 30% of ads connected to land-based casinos breached the current laws in place.

Operator error or systemic failure?

Some claim that the ads may have targeted the incorrect age range in error due to default settings on Meta’s Advantage+ advertising tool. Human error and inconsistent compliance checks are also contributing factors.

While all of this may be true, it’s still an issue that must be addressed. The Netherlands is approaching a major turning point in its approach to gambling advertising.

Their decisions could influence how other markets in Europe handle the tension between safe gambling measures, advertising, and offshore sites.
