Spain announces new gambling rules for 2026, including cross-operator betting limits, centralised safer gambling tools, and a new monitoring framework.
Spain is introducing some of its most significant gambling reforms in years. In a recent speech, the Secretary General for Consumer Affairs and Gambling, Andrés Barragán, outlined the iGaming plans for 2026.
Changes to Spanish gambling regulations are divided into three major areas. These include centralised safer gambling tools, new betting limits, and advertising controls.
Change is coming
The Spanish government and its regulatory body, the Directorate General for Gambling Regulation (DGOJ), are specifically dedicated to player safety and to creating an environment that benefits operators and players.
According to Barragán, for this purpose, safer gambling tools will be centralised, and new restrictions will come into play.
Barragán was direct about the rationale: protection only works if it's applied system-wide. In his speech at the annual conference of the Association of Rehabilitated Gamblers, FEJAR, Barragán stated that Spain currently has an irregular support framework.
As such, cross-operator betting limits are to be implemented. These will keep players from working around restrictions by opening new accounts with different Spanish casinos.
Barragán stated that the Ministry of Consumer Affairs is planning to take on the full responsibility for problem gambling, which includes oversight and public engagement.
New advertising rules are also coming. These campaigns will need to highlight operator profitability and risk concentration. It’s no longer acceptable for messaging in advertisements to put the responsibility solely on the players.
In his speech, Barragán said that gambling operators are responsible for the design of the environment players enter to game. They choose the website design, the ease of betting, and the promotions available.
Targeted ads are built around specific player profiles, such as those who bring in the biggest profits, not distributed randomly.
The new rules should factor in these decisions from operators. Instead of simply focusing on getting players to act and play responsibly, casino operators need to alter the environments and address the issues that may tempt players.
A public health monitoring framework
A new monitoring framework designed by public health professionals will replace operator-led mechanisms. Which means there will be stricter reporting standards and risk-modelling criteria in play.
Barragán made clear that they are looking to implement detection systems built on public health criteria. Not just following commercial parameters.
As such, prevention must be structural, an integral part of how platforms operate and flow. It shouldn’t simply be an add-on.
Gambling market imbalance
Other topics addressed in the speech included the imbalance in the Spanish gambling market. In this, a small group of high-spend customers carries the heaviest losses, and dedication to reducing harm can only be shown by addressing this type of concentration.
These remarks come after announcements from the ESTUDES 2025 Youth Survey revealed that gambling participation among those aged 14-18 has increased.
It has become a serious public health problem, and reinforced regulation is required to reduce these harms. The current system cannot create the balance that will protect those at risk.
