MGA leads the way for responsible AI innovation with new framework

MGA sets new standards for responsible AI in iGaming, and its planned AI governance framework aligns with the EU AI Act.

The Malta Gaming Authority (MGA) is launching the first dedicated AI governance framework to better protect players, as the use of AI grows immensely across the industry.

It’s an exciting development that will serve as the central topic at the SBC Summit Malta 2026.

The importance of AI governance

There's no denying that AI has transformed responsible gambling. It comes with multiple benefits for players, such as faster fraud detection and personalised RG tools and player support.

At the same time, AI poses many risks to modern gambling, such as biased algorithms, harmful behaviour nudges, and more.

The MGA’s framework is looking to create a balance with accountability to ensure that AI strengthens player welfare instead of contributing to undermining it.

The MGA’s framework will be voluntary but strategic, and operators are encouraged to adopt it early and gain clarity before the EU AI Act enforcement.

The framework is principle-based and built on transparency, fairness, data protection, robustness, and human oversight.

Human reviews are still required when it comes to high-impact decisions that can affect players to help prevent any unintended harm.

Benefits and challenges

A huge benefit is that online casinos that go for early adoption reduce their risks of disruption when the new EU rules finally come into effect.

They will also build the trust of their name among regulators and investors, but more importantly, the players, as it enables them to offer better services and responsible gambling tools. These operators will also play a big role in shaping the standards for the future.

The advantages are many more, but one can't ignore the risks as well. Operators will have to prove AI systems are fair and explainable. There will be a great demand regarding bias testing, documentation, model monitoring and traceability.

It is expected to be more rigorous for any operators using third-party or complex AI systems. We can expect to see these challenges increase within the next 12-24 months as the Act is enforced.

All in all, operators will be responsible for strong data governance, ongoing monitoring and human oversight in all things AI-related.

How the MGA uses AI internally

The MGA uses AI mainly for responsible gambling oversight and AML supervision. There are already tools in place to analyse transaction datasets and detect any possible anomalies.

Furthermore, the regulator is planning to expand their use of AI within supervisory functions as a way to balance between innovation and protection.

The aim, according to MGA CEO Charles Mizzi, is to be a jurisdiction that leads responsibly, developing innovation safely with the needed monitors, guides, and safeguards in place.
