Historically legal Swedish gambling was under the dictates of a state-owned monopoly in the form of Svenska Spel. This company was founded in 1997 and conducted business through agents, restaurants, bars, bingo halls and more. 

However, after a 14-year long research endeavour, Sweden chose to follow Denmark and, rather than close ranks around its monopoly, opened its digital doors to international online casino licensees.

In this newly re-regulated market, the Swedish Gambling Authority aims to:

  • Ensure players are protected from compulsive gambling by the licence holders
  • Criminalise gambling advertising by unlicensed operators
  • Enforce financial restrictions on unlicensed operators
  • Force ISP’s to warn Swedish residents if a site they visit is unlicensed

The Swedish Gambling Authority is structured, highly reliable, and has a strong focus on responsible gambling.  While Sweden is strict on compliance and licensing, its innovation in areas like crypto oversight is limited. We evaluated all key aspects and calculated a WOW LicenceScore (WLS) of 85/100

  1. Player Protection & RG - 89/100 - Sweden prioritises players' safety and puts more effort than other areas in regulating the operators on the online gambling market. Our high WLS score reflects its structured, centralised, and proactive approach to responsible gambling.

    - National self-exclusion (Strong) - Our rate here couldn’t be higher, as very few regulators globally have a nationwide and centralised system, mandatory for both online and land-based operators, as in Sweden. Its name is Spelpaus; players who register with it can self-exclude from all licensed gambling operators across the country. It is well-optimised and straightforward, so we believe it works pretty well.

    - Mandatory tools (Strong) - Operators are also obliged to implement real-time tools such as deposit limits, time reminders, and cool-off periods, which the SGA strictly monitors. However, this system doesn’t leave much room for innovation, as other jurisdictions do, which detracts from their score.

    - Affordability/SoF controls (Mixed) - While the market is attractive and well-regulated, the high cost of entry and maintenance makes Sweden moderately challenging for operators compared to lower-cost jurisdictions.

    - Player funds protection (Mixed) - Player funds are protected in practice and monitored, but the lack of mandatory insurance prevents a perfect score.
  2. Enforcement & Supervision - 82/100 - In this category, we will rate how effectively the regulator enforces its rules. Our overview for SGA is that while they are consistently strict, there is a lack of public share, but let's get into the details: 

    - Deterrence track record (Strong) - The deterrence is strong, but as Sweden is quite small country, the total number of enforcement actions is lower than that of bigger regulators like the UKGC.

    - Audit cadence & resourcing (Mixed) - The Swiss Gambling Authority is doing audits, but the lack of source information is lowering their WLS score.

    - Publicity of actions (Mixed) - Spelinspektionen publishes fines, sanctions, and licence info, but it can be hard to find.
  3. Licensing Standards - 88/100 - Sweden’s gambling licence system is precise and well-structured, with strict standards that keep the market safe and trustworthy. That being said, we also need to note that the process can be quite demanding and costly for operators looking to enter.

    - Fit & proper (Strong) - The SGA carefully goes through every applicant, verifying ownership, finances, and AML compliance to make sure only credible, transparent operators enter the Swedish market.

    - Operational controls (Excellent) - The SGA’s supervision and documentation standards are excellent, comparable to the strictest EU regulators.

    - Entry bar clarity (Mixed) - Transparency is good, but the administrative procedures and language burdens can make entry challenging.
  4. Testing & Game Integrity - 91/100 - The process of testing games and issuing certificates under this regulator is very strict, which is what keeps the regulator so reliable.

    - Approved labs & scope (Strong) - Independent agencies and labs test the game's RNGs, math models and jackpots, to ensure those systems are reliable.

    - RTP policy (Strong) - The game's RTP must be clear, and the same as the one from the labs' tests to take permission.

    - Change management (Strong) - Due to the Swedish Gambling Authority, all big changes and updates must be re-certified.
  5. Transparency & Guidance - 78/100 - In general, the SGA is transparent; however, the information can be difficult to find across all documents and websites, which lags behind the WLS score.

    - Clarity of rulebooks (Strong) - This regulation's documents are very insightful and detailed. Still, from our research, we understood that it takes lots of time and effort to find the right document.

    - Public registers (Excellent) - We can confidently tell that the public register isn’t as comprehensive or user-friendly as in some other EU jurisdictions.

    - Update velocity (Strong) - Updates and changes take longer when we compare with the top regulators like UKGC and MGA. 
  6. Banking & Crypto Compliance - 55/100 - This regulator works effectively with traditional payment methods, but when it comes to more modern ones, such as cryptocurrency, it does not perform as well. The use of cryptocurrency is still limited by law.

    - Clarity & safeguards for crypto/open-banking - When talking about crypto, there is no clear law or guidance; even so, open-banking is possible, and the rules are limited. This fact makes licensed operators in Sweden slow on innovations when it comes to payment methods.

Licensing

Under the newly appointed bill, there are 6 licensing categories for gambling. These are State Owned, Public Purpose (various lotteries), Commercial Gambling Online, Betting, Land-based Commercial Gambling and Cruise Ship Gambling. Under the new agreement, international applicants may tender for licences in Commercial Gambling Online, Betting and Land-based Commercial Gambling. This is a far cry from the early state-run monopoly on gambling!

Licensing approval in Sweden will also require that the applicant's servers and business entity (or a representative) are based in Sweden. The caveat to this ruling is the condition that the Swedish Gambling Authority has the power to negotiate this point where they are granted “sufficient access” to the server remotely to satisfy their demands of trustworthiness and fair play.

The licencing process is stringent, and in addition to server, access requires such information as the personal details of key personnel, details on the shareholders (above 10% stake), each game that is intended to be offered, GDPR policy, proof that all technical aspects are in place to offer secure gambling, a tax account receipt from the Swedish tax body, 5-year solvency certificate vetted by the Swedish Enforcement Authority and more.

The cost of registering an online casino licence will set you back 400,000 SEK (approximately €37,000), with any renewal costing an additional 300,000 SEK (€28,000).

Spelinspektionen’s Increased Authority!

Note that: Swedish authorities have also given Gambling Authority Spelinspektionen greater scope to promote player safety. This scope includes the possibility of imposing further restrictions on gambling. The gambling watchdog has also been advised to keep an eye out for unlicensed gambling operators.

Expect to see harsh penalties handed out in the next few months. Lastly, Swedish authorities have recommended that Spelinspektionen increase public awareness around aspects of cybersecurity.

And that it did! SGA has been really strict and severe when it comes to penalising platforms operating outside the law. In March 2026, the authority started a thorough investigation of Novatech, an operator that was issued a record fine by the Dutch government.

When it comes to taking action and protecting its players, it's obvious that SGA has been working tirelessly, mainly by introducing new regulatory measures. From March 2026, a new supervisory fee structure was announced called SIFS 2026:1.

It concerns operators and covers a change of fees across different license categories, but it could very well influence players as a result. We will keep an eye out for any key developments and report them back to you.

Additionally, from April, all forms of gambling with credit, i.e., credit cards, short-term loans, or buy now, pay later products, will be banned.

What's interesting to note, though, is that, despite all that focus on player protection in all regulatory measures and changes, trust has generally declined. Around 34% of players have noted their doubts about the Swedish-licensed operators' integrity and fairness.

This comes as a surprise, considering that gambling participation is at an all-time high, with 72% of Swedes gambling in 2025, according to the latest report by the SGA.

In any case, Sweden's gambling system is under pressure. SGA's solution includes a leadership change and an even greater focus on player protection. 2026 is looking like a year of changes, and for now, it seems like they are going to address predominantly how gambling is presented to customers, i.e., advertising, promo offers, and affiliate marketing.

SGA has also updated its self-exclusion framework. The new rules, coming into effect starting August 2026, require operators to run more thorough checks before allowing a player to sign up to their platforms or sending any direct marketing communications. The changes come after an alleged data breach last year.

Stats from Q1 2026 also show that nearly 138,000 people have registered with Spelpaus.se, which is a 2.6% increase from Q4 of last year.

Taxes

Unlike other territories where they created unnecessarily complicated fee structures, Sweden opted to keep it simple, concise and cost-effective. Doing business with the Swedish Gambling Authority will see approved online casino licence holders paying an 18% flat-rate tax on their gaming revenues.

The Swedish gambling market has always been an important one; these new regulations open the chance to compete with Svenska Spel on an even footing, including taking out advertisements in popular news providers like Aftonbladet and running legal above the line ads.

If the open market competition is the carrot, then the stick would be the strict enforcement of Sweden’s new anti-illegal gambling stance, with providers of unlicensed gambling services facing up to 2 years in prison. If the courts deem the act to contain a felonious aspect, this sentence could climb as high as 6 years.

Complaints related to malpractices by an online gambling operator should be filed with the Swedish Consumer Agency and not the SGA. You may file your complaint via the Post Office at Konsumentverket, Box 48, 651 02, Karlstad, or via email at konsumentverket@konsumentverket.se. Your complaint must include the name of the operator against which you are filing the complaint, a detailed description of the nature of the complaint, and your contact information.

As a result of the current COVID-19 pandemic, temporary limits have been set on deposits at online gambling sites, and on time spent. The deposit limit has been set at SEK5,000 (about €484) weekly. However, in practice, this limit is per licence, as there is no central register at present. This measure is intended to be temporary, so should eventually be lifted.

The cost of registering an online casino licence issued by the Swedish Gambling Authority is SEK400,000 (approximately €37,000) for the initial application. Subsequent renewals of the licence will cost an additional 300,000 SEK (€28,000) per annum.
