New Zealand's new online gambling framework is now in effect. Here's what the new rules, restrictions, and measures mean for players and operators.
New Zealand has finalised its new online gambling framework. As of 3 July 2026, the new NZ online gambling regulations are in force, and the country now has its first official licensing process.
The framework includes strict player protection measures, with mandatory spending limits, advertising restrictions, and a phased licensing system, which allows only 15 operators to get legal access to the local market.

New Zealand introduces new online gambling regulations. What this means for NZ players?
The NZ Online Casino Gambling Act 2026 came into force on 1 May 2026, with final regulations issued via an Order in Council. Enforcement began on 3 July 2026, while the licensing process itself opens later in July with an Expression of Interest phase, which requires a fee of NZ$19,000.
Harm prevention and player protection sit at the centre of the rules for NZ online casinos. Players will need to set play limits, including daily, weekly, or monthly limits on spending, deposits, and playtime. Any changes to those come with a 24-hour delay.
There must also be breaks in gameplay. So you can expect a 5-minute pause every 60 minutes of continuous play.
Operators will also be required to provide access to self-exclusion tools. Players can now opt out of gameplay for a fixed period or indefinitely. Requests will be processed within 24 hours.
On top of that, casinos are required to monitor for problem gambling and impose exclusions of up to two years where needed.

Payment rules
Credit cards and other credit-based gambling products are banned outright. Players are only allowed one deposit method per account, and switching payment methods is delayed by 24 hours. There are also strict verification measures, where operators collect full name, date of birth and age before play begins.

Advertising requirements
Advertising is a focus point in most regulatory spaces right now, and New Zealand is no different. Ads can't appear on the front pages of print media, on public transport, or during live broadcasts.
All sponsorships, endorsements, affiliate marketing and inducement-based ads are banned. Ads must also never appeal to or target audiences under 18.

Licensing & fee expectations
The licensing process is broken up into three parts:
Stage one is the Expression of Interest with the NZ$19,000 fee attached.
Stage two is a detailed assessment of financial standing, responsible gambling records, AML compliance, and technical infrastructure.
Stage three is the approval to operate in the New Zealand betting market.
In terms of fees, there is a quarterly levy of 3.5% on online gambling profits. This will be used to fund regulatory oversight and problem gambling services.
What about offshore platforms?
International casinos already serving players in the country have until 1 December 2026 to secure a local licence or exit the market. No new offshore operators have been allowed to enter since 1 May 2026.
Strict rules for NZ operators
New Zealand’s Online Casino Gambling Act 2026 is final, and operators can start applying for licenses from 15 July 2026. Offshore platforms face a harder deadline - get licensed by 1 December or stop offering services to NZ players.
For players, the changes begin earlier, as the new rules and measures should start appearing on licensed sites over the second half of the year.
